Created attachment 419662 [details] Minimal repro Changeset 269812 (https://trac.webkit.org/changeset/269812/webkit) added support for animating, among others, the cursor CSS property. This seems to work when using the keyword values for cursor (move, help, pointer, etc.) but not when using url() values.

Looks like this reproduces on Safari 13.1.3 and STP119 (14.1), but does not reproduce in Firefox or Chrome.
