We should remove the login quirk for Skype.com once they fix their flow to move away from 3rd party cookies.

This Quirk was added with Bug 220106
1. Launch Safari with Site-Specific Hacks Disabled.
2. Sign into live.com
3. Go to outlook.
4. Click Skype icon in header.
5. Attempt to sign in.
