Here is an example of the failure bots were seeing when processing this patch (which seemed to put them in a constant retry loop): https://ews-build.webkit.org/#/builders/30/builds/21779 wptwk_process_log.out.txt on the bot shows the following: IOError: [Errno 2] No such file or directory: '/Volumes/Data/worker/macOS-Mojave-Release-WK1-Tests-EWS/build/LayoutTests/imported/w3c/web-platform-tests/docs/commands.json'
