Often, when iterating on a change, it would be useful to have only a subset of the EWS bots run on the change, to not waste the bots on things that are not needed.
For instance, if I am I trying to get something to compile on for Windows, and I only locally have a Mac, I may need to do a couple rounds of uploading the patch, seeing the windows failures, fixing them, and then repeating that process. When doing that, all the other bots are really being wasted.
I think we would still want all the bots to run on the final change, but during that iteration process, a subset would be useful.
