I'd call these options, not inclusions.

You could add a constexpr OptionSet<TransformOperationInclusion> individualTransformFunctions = { TransformOperationInclusion::Translate, TransformOperationInclusion::Rotate, TransformOperationInclusion::Scale }

to avoid repeating these everywhere.

Use translate, rotate, scale order.
