[WinCairo][MediaFoundation] Use /DELAYLOAD for evr.dll r264188 started to link mf.dll and mfplt.dll with /DELAYLOAD. However, Playwright user reported missing evr.dll. https://github.com/microsoft/playwright/pull/3839
