Attached is a sample that works correctly in firefox and konqueror. It looks like the <meta> tag within the <head> is not ignored if it is within another element.

This works correctly in Safari 4.0.4. Was this fixed since the bug was filed? Or is it somehow a Qt-specific issue that still exists? Note that the attached test should be first downloaded to a local file, because Bugzilla forces UTF-8 on text attachments.
