Steps:
1. Open data:text/html,<input%20type=checkbox>
2. Select <input type=checkbox> in Elements tab
3. Changes "checkbox" attribute value to "value"
Expected:
The style editor shows matching styles for the checkbox, e.g. `input[type="checkbox"]`, `input:matches([type="radio"], [type="checkbox"])` and etc.
Actual:
The style editor still shows styles for input[type="text"].
Notes:
DOMNodeStyles.prototype.refresh has incorrect logic for `significantChange` flag. Essentially, it skips UserAgent styles.
The proper way to fix this bug would be to resolve "Bug 110055 - Web Inspector: User Agent style stylesheet identifier keeps incrementing" first.
