Share bots between JSC (armv7 and mips) builder and tester queues on EWS.

This would also help in scenarios when some of these bots are offline. For example, right now igalia-jsc32-armv7-ews-02 and igalia-jsc32-armv7-ews-03 are offline, but a single bot igalia-jsc32-armv7-ews is able to keep both the builder and tester queues form armv7 going. (since part of this change is already deployed in production)
