As a full-time developer it would be a huge help to have either are toolbar button to launch web inspector or an option to have it stay open by default, even after closing and quitting the browser.

I think this would be an enhancement to the Safari application, not the WebKit engine.  You should file it a <https://bugreport.apple.com/>.
