Vertical and horizontal scroll bars are out of position with the cursor when scrolling. This only seems to happen to the scroll bars of frames and only when OSX Appearance System Preferences for the scroll bar are set to the following:
"Click in the scroll bar to" is set to "Jump to here"
Test case:
1. Go to reader.google.com
2. Resize window until the left-hand subscriptions pane has a scroll bar.
3. Set OSX Appearance preference "Click in the scroll bar to" to "Jump to here".
4. Click and drag the top of the vertical scroll bar and it should remain about 10px below the cursor.
5. Set OSX Appearance preference "Click in the scroll bar to" to "Jump to the next page".
6. Click and drag the top of the vertical scroll bar and it should remain in sync with the cursor.
