fast/scrolling/arrow-key-scroll-in-rtl-document.html [ Skip ] fast/scrolling/programmatic-scroll-to-zero-zero.html [ Skip ] These tests fail with the patch in bug 207948. They rely on WheelEventTestMonitor seeing some kind of scrolling, but that doesn't seem to happen on Windows.
