We should conform to the current version of the 3d transforms spec, and not do transform-based depth-sorting of sibling layers unless they are in a preserve-3d context.

Yes. I've commented in 47125 and am hoping this can get fixed.
CSS 3D should be made to work properly.
I will contribute a test case if needed.
