Steps to reproduce:
- Create an html file with e.g. just the word "Test" in it.
- Open that file using Safari on a device running at least iOS 13. The bug cannot be reproduced on a lower iOS version or on Chrome for iOS.
- Pinch zoom the page in and back out to its original zoom level.
- Change the device orientation a couple of times. With each rotation, the zoom will increase a little bit, making the word "Test" appear larger and larger.
Additional info:
- The bug can be "disabled" by reloading the page with a changed URL, e.g. by appending a '#' to the URL or removing it again.
- The bug will then not occur again until another pinch zoom is performed.

Another way to reproduce it is (after the pinch zoom) by closing the browser and reopening it. With each closing and opening, the zoom will increase by quite a bit.
