Safari plugin will not interact with VoiceOver. Two examples: You can not interact with the onscreen controls in the QuickTime plugin with VoiceOver. All Flash content is invisible to VoiceOver you will not even know it is there let alone be able to interact with it.

plug-in content is not accessible by default, unlike normal web page markup. If you find a page with plug-in content this is supposed to be accessible (some authors of flash content actually find the heart to make it accessible) but is not with TOT WebKit, then please file a bug at that point. With the current information in this bug, this bug is not valid at this point.
