Playing in Web Inspector, the transforms with translateZ and rotateZ seem to affect things for the better if you tweak the numbers for the layers.

I am still able to reproduce this bug in WebKit ToT (262747@main) and it does not match with Chrome Canary where there is no blur artefacts on eye while Chrome Canary 114 and Firefox Nightly 113 does not have this issue.
