Not ready to state that this is entirely incorrect, but it is at least inconsistent. Chrome and Firefox both send a space even when Alt is pressed. We at noVNC would like to avoid surprises like this for our users. :)

Option+Space is supposed to insert a non-breaking space on macOS. Seems like a bug in those other browser engines.
