I am able to reproduce this behavior when I use copy from 2020 using Wayback Archive: Test - https://web.archive.org/web/20201204204155/https://cwiki.apache.org/confluence/display/NUTCH/NutchTutorial When I scroll up and down, for temporary basis, the left pane jumps on header but adjust later. It is same in Chrome Canary 119 as well but in Safari, it is more pronounced. It is not reproducible with newer Confluence versions though.
