Chrome with Harfbuzz is drawing the correctly. Safari with Apple CoreText was drawing the text correctly until Mac OS Catalina.

Since the update of the Catalina, this sequence is broken.

In the attached screenshot, left side is chrome, right side is Safari.


This combination was drawing correctly in Mac OS Mojave and earlier. It has changed / failed to draw in Mac OS catalina.

This turned out to be based on a misunderstanding. Upon review with Apple's CoreText team the two browsers were found to match.
