Currently following two macOS queues share exactly the same bots. 1) macOS-High-Sierra-Debug-Build-EWS 2) macOS-High-Sierra-Debug-WK1-Tests-EWS Sometimes all the bots keep processing the tests (especially when there are flaky/too-many failures on trunk and tests have to be retried). Because of this builder queue accumulates a backlog (happening right now). In general, builders are higher priority than testers, so we should ensure that there is atleast one bot available for the builder.
