Patches uploaded to Bugzilla during the period when EWS Buildbot (ews-build.webkit.org) is down aren't processed by EWS.
ews-app tries to send the patch to Buildbot (ews-build) using 'buildbot try' command. However, in case Buildbot is down, ews-app isn't able to detect the failure in sending the patch, due to Buildbot bug in 'try' command: https://github.com/buildbot/buildbot/issues/4837. Due to this, ews-app thinks it has successfully sent the patch to Buildbot, but in reality patch wasn't received by Buildbot, and so will never be processed.
Note that we haven't had any EWS (Buildbot) downtime since we launched the Buildbot based EWS. This bug is based on the testing I did on UAT instance.
