If content sets scrollLeft/scrollTop to 0 while the user is rubber-banding, then we shouldn't clobber the rubber-banding offset, since this triggers a visual glitch.
A more general approach would be to never let the content override the visual scroll position if the user has a finger down, or we're animating a rubber-band.
