TestWebKitAPI._WKDownload.DownloadMonitorCancel seems flaky on macOS. In https://ews-build.webkit.org/#/builders/3/builds/2371 it failed in run-api-test step, but in immediately next retry it passed.

Maybe it was introduced in this build only (in https://bugs.webkit.org/show_bug.cgi?id=198222), but not reported by EWS due to https://bugs.webkit.org/show_bug.cgi?id=198289

I filed https://bugs.webkit.org/show_bug.cgi?id=198298 this morning.

Theres 3 tests in total with flaky behavior. We first started seeing them on the testers after r245756 , but I cannot reproduce the flakiness locally, so I cannot verify which caused them 100%.
