HTML dropdown (<select>) navigation ofter does not work as expected with iOS 12.2 VoiceOver on iPad. The occurrence seems random but frequent (~50% of the time). Navigating between options often skips one or more of the options.

Reproduce
Imagine a dropdown with three options: A, B and C. Option A is active.

Opening the dropdown (double tap) and then swiping next (swipe to the right) will not always select the next item. Sometimes option B is selected as expected but sometimes nothing happens. Other times it jumps directly to option C.
