CPU Usage Timeline - Energy impact popover flickers

Steps to Reproduce:
1. Inspect this page
2. Show Timeline tab
3. Show CPU Timeline
4. Click the (?) to show popover
5. Click the (?) again
  => Popover flickers, would be better to not flicker
