Volume of whole Mac OS reduced automatically after pluin / plug out headphone during WebRTC call
Reproduce steps:
1. Goto WebRTC example site: appr.tc
2. Start a WebRTC meeting
3. Other device join the meeting and make sure both side can hear / see each other.
4. Make sure the system audio volume is max.
5. Plug in headphone
6. Plug out headphone
Actual behavior:
After step 6. The volume is reduced a lot and user can hardly hear other side.
Expected behavior:
The volume should not be affected after step 6.
Mac OS: High Sierra. 10.13.6
Safari: Version 12.0 (13606.2.11)
