[Win][WebKitTestRunner] Implement EventSenderProxy

WebKitTestRunner for Windows port has been resurrected in Bug 189257,
but EventSenderProxy is not implemented yet at all.

A lot of test cases are failing, for example
fast/css/hover-update.html
