Seen with a ToT WebKit build (r238600) for iOS on iPad as well as with system WebKit on shipping iOS 12.1 (16B92).

Perform the following:

1. Visit <https://www.sfgate.com>.
2. Press the Tab key on the keyboard to focus the search field.
3. Press Shift + Tab to defocus the search field.
4. Press the down arrow key.

Then nothing happens. But the page should scroll down.

Compare the behavior to just performing steps (1) and (4).
