Turning off accelerated compositing doesn't make sense when the main tile cache requires it. Instead, we should allow tests to toggle compositing triggers.

The patch in bug 191813 made these tests assert: css3/filters/blur-filter-page-scroll-parents.html css3/filters/blur-filter-page-scroll-self.html css3/filters/blur-filter-page-scroll.html
