On iPad running 11.2.1 (15C153), visit <https://bugs.webkit.org/attachment.cgi?id=330229&action=review>. I do not see the EWS bubbles or r/cq popups and there are no form submission buttons to submit review.

I cannot reproduce. EWS is down right now, but the 503 shows up, and so do popups.
Which iPad model (screen size) is this with? Is it reproducible with simulator?

I should add that I only observed this issue in China. It could be that I had bad connectivity or some other regional issue. I have not run into this issue in the US.

10.5‑inch iPad Pro.

I haven't tried. Having said that, I no longer experience this issue on the same iPad in California.

Resolving this bug as configuration changed (is there a more appropriate status?) as I am not able to debug this issue and I am unclear if this issue was specific to a particular internet connection in China. If someone hits this issue again in China then they can either re-open this bug and/or file a new bug.
