Move non-upstreamed Resource Timing tests out of web-platform-tests These tests were never upstreamed. Move them to http/wpt so they don't get lost.

Comment on attachment 321246 [details] [PATCH] Proposed Fix I think they should be upstreamed too. Putting them in http/tests/wpt is ok as a temporary measure but if we leave them for too long, they will either become obsolete against the spec or redundant with new WPT tests.
