Go to
https://www.w3.org/TR/fill-stroke-3/#stroke-width
And make the window width wide enough to include the TOC sidebar.
In the contents area click on <length-percentage> (the value of the stroke-width property)
Notice how the sidebar layout is scrunched up.
Reload fixes the layout.
