This appears to be CoreText trying to be helpful. In particular, if you say: "smcp" on, "c2sc" off, "pcap" off then the test fails. However, if you say "smcp" on, "c2sc" off then the test passes.

https://www.w3.org/People/chris/fwf/font-variant-position-02.html seems to pass on Sierra.

The fix for this issue was needed outside the WebKit project, therefore this is being resolved as 'Moved'. This should now be fixed in shipping software.
