To reproduce the bug, navigate to the URL, click Faces at the top, then scroll horizontally to one of the animated watch faces, such as the Minnie Mouse face. As the watch face is animating, “video interference” appears on top of it.

I was told that this is a duplicate of bug 169771.

Yes it a duplicate. The animated watch faces are images drawn on a canvas. This is covered by bug 169771.
