At r218320 this is failing and not timing out as expected. In r217983 it's explained that both failure and timing out can happen, so marking it as flaky again.

This bug has the [OWR] tag but the OpenWebRTC backend has been removed a good while ago. Does this still apply with the new libwebrtc-based code?
