Renamed webvtt-api-for-browsers/vttcue-interface -> api/VTTCue

Need to update test expectations accordingly.

I think due to test infrastructure changes required, the WebVTT upstream sync is on need to need basis.

I think @Kohei is already tackling this, so marking this as "RESOLVED CONFIGURATION CHANGED".
