There is a quick time bug (see bug report 9214) which causes tiff documents (copies of patents) to be rendered incorrectly at the US Patent Office website (http://www.uspto.gov). See bug report 9214 for more details on that issue. This rendering bug was handled in Safari Version 2 using a plug in from acordex. Safari Version 3 broke the plug in made by acordex and apparently there is no work around for Safari 3. See http://www.acordex.com/browseProd/VTplugin.html for an explanation. The programmers at acordex can probably explain the issue.
The QT bug has been a long standing bug. Acordex fixed it with a plug in. Since there has been little interest at Apple to fix the underlying bug in QT, at least fix Safari 3 so that the plug in made by acordex will function in Safari 3 (as it does in Safari 2) properly.

This plug-in has been discontinued, and ImageIO now handles the uspto.gov format natively, so this is unlikely to be fixed.
