If non-default autoplay policies are passed during navigation, prefer those to global preferences. If not, use the values specified in document settings. This fixes 4 tests following a regression introduced in r211062.

This has been integrated into https://bugs.webkit.org/show_bug.cgi?id=167355 since it fixes some regressions the original implementation of that work introduced. Closing.
