OpaqueResponseBodyPolicy and ResponseFilteringPolicy ThreadableLoader options are used one with the other, so let's merge them.

Service worker might need to keep the internal response while only exposing the filtered response. See https://fetch.spec.whatwg.org/#concept-filtered-response.
