Summary:
Horizontal scrollbar prevents editing last line of a script.
Steps to Reproduce:
1. Inspect a page with a script containing a long line of text
2. Resize inspector so the horizontal scrollbar appears, and a line of text is flush with the bottom edge of the editor
3. Click within the bottom-most line
=> Nothing happens. Expected carat to move to the clicked location.
