This was tested in Firefox 2 (Win-Vista), Firefox 3a9pre (OSX-10.5), Batik-Squiggle 1.7beta1 (Win-Vista), IE7+AdobeSVG (Win-Vista), and Safari WebKit r27716 (OSX-10.5).
None of the browsers show scrollbars except for Firefox 2&3. This is something that doesn't seem to have much W3C documentation, but having scrollbars for a file that's larger than the window is extremely convenient...especially since native panning isn't implemented.
