STEPS TO REPRODUCE:
1. Open inspector
2. Press Cmd-[1-9] to select the n'th inspector tab
EXPECTED:
the n'th inspector tab is selected
ACTUAL:
the n'th Safari tab is selected, or a site from the favorites bar
NOTES:
This seems like a really recent regression. However, I tested these when landing Cmd-N and Cmd-W, so I don't know what's going on. Does not reproduce in STP 5.

Safari has always stolen the Command-N shortcuts. This isn't a regression. I think this is an AppKit bug or somehow the way Safari does it causes them to win over web content.

I cannot reproduce this bug anymore, so I'm assuming my build was messed up somehow.
