Currently, there are some JSC stress test failures on Windows because INTL is not enabled.

Please add a comment saying that this is temporarily skipped because the AppleWin port does not have INTL enabled. We should also skip layout tests that are failing because of this.

Thanks for reviewing :) It seems these tests are also included in the layout tests, so this might also reduce the number of layout test failures.
