Initially I was under the impression this was the same problem I reported in bug 14694, however, I had taken the padding out of the css file in this region. In the css file look at #bottom-left and #bottom-right where I have adjusted the relative percentage size. Concentrate on the red borders not flowing smoothly into the footer area using Safari. It works with Firefox even on the Mac as do others. Admittedly there are other problems with the footer at the bottom and sides with other browser / OS combinations. Nonetheless, I can get them to match the vertical red borders flowing downward from the central area of this page. Percentage values for the width have worked in earlier versions of Safari, according to at least one comment I read (circa 2004) on the Web development mail list. Therefore, I am mystified why it seems to fail only for Safari. I have read that Opera has an odd interpretation of the meaning of percentage values, could that be the cause here? Works properly for Firefox and IE.
