LayoutTests/platform/mac-wk2/tiled-drawing/scrolling/scroll-snap/scroll-snap-mandatory-overflow.html occasionally fails on Mavericks. Turn off the test until we figure out what is causing this to happen.

Since the tests seem to be passing from https://bugs.webkit.org/show_bug.cgi?id=146753, this "bug" is no longer necessary.
