Description of problem:
With [pt_BR] locale, when GtkLauncher is launched from terminal, Indic text shaper appears broken (with visibility of dotted circle) for all the Indic scripts like Devanagari, Gujarati, Malayalam, Odia, Kannada, Tamil, Telugu, Assamese, Bengali (India), Punjabi, ...

Always

Steps to Reproduce:
1. Install Fedora 22 - Workstation with Portuguese Brazilian [pt_BR] as preferred language.
2. Launch /usr/libexec/webkitgtk/GtkLauncher from gnome-terminal
3. Visit https://mr.wikipedia.org (for example)
4. Observe text shaping and rendering
  
Actual results:
Dotted circle is visible

Expected results:
Dotted circle should not be visible

Is this still broken with WebKitGTK+ 2.14? You can test with Evolution 3.22 in Fedora 25.
