All test steps are broken on it since it was migrated to native environment instead of cygwin.

It happened more than a month ago and nobody is working on making these steps work 
without cygwin. Always red bot adds no value to the project. Let's disable broken
tests to have a build only, but almost always green bot for WinCairo port.

I still intend to get the tests working, but it is indeed not the most pressing thing for me right now.  I could always add the steps back as I get them working.

Actually, could you give me until the end of Friday?  I have another machine with a non-cygwin setup now.  I'll cq+ this if I'm not done by then.

All right, getting those tests running without cygwin is more than I can do this week.  Let's land this patch.
