* SUMMARY
Cannot scroll Timeline Overview horizontally, scrollbar cannot be interacted with.

* STEPS TO REPRODUCE
1. OS X: System Preferences > General > Show scroll bars (Always)
2. Inspect a page and record a timeline
3. Attempt to scroll the timeline overview horizontally by using the scrollbar
  => scrollbar isn't interacted with, instead it starts making a timeline selection

* NOTES
- Increasing the z-index fixes this issue, I haven't seen any regressions.
