If I resize the Safari window and close it, when I reopen it, it goes right back to the position and size that it was previously at. If I pull it over to my secondary display and close it, when I reopen it, it goes back to the primary display at the default size, right in the middle of the screen.
To reproduce:
1. Open Safari
2. Drag to secondary display
3. Resize window to something other than the default dimensions
4. Close Safari
5. Open Safari
Expected Results:
Safari should reopen where I had it last
Actual Results:
Safari opens in the default position

It is not Webkit issue. The bug was in Safari for Windows browser and I am sure the bug is already fixed in the latest version of the browser.
