Description Brent Fulgham 2015-03-16 10:39:19 PDT

The backend image decoder used on Apple Windows does not support the APNG format. This should be added so we can pass relevant APNG tests.

Note: The WinCairo port does not suffer from this problem, since it uses the Cairo code paths.
